RICHMOND, Va. - The U.S. Copyright Office (USCO) acted within its discretion in denying a Web site operator’s copyright registration for elements of the site, a panel in the Fourth Circuit U.S. Court of Appeals ruled May 24, finding the elements to be uncopyrightable (William Darden v.
